So, in addition to fixing the catch for duplicate items, I'd like to propose another potential fix that could help solve the issue w/ decorations: Change how the reward system works, so that decorations can drop alongside other rewards (in other words, make the chance of getting a decoration independent from whether a functional item is rewarded or not)
